«Прямоугольное двухстороннее полотнище с отношением ширины к длине 2:3, воспроизводящее фигуры из герба города Тулуна, выполненные зелёным, синим, чёрным, белым и жёлтым цветом».

Описание герба: «В зелёном и чёрном поле — разделяющая его лазоревая, нитевидно окаймлённая серебром и уходящая за границы щита лента, положенная в пониженный и выгнутый пояс, а посередине образующая подковообразное углубление; в зелени всё сопровождено золотой головкой колоса, стеблем в углублении».
