«Флаг городского округа представляет собой прямоугольное полотнище с отношением ширины к длине 2:3, состоящее из двух равновеликих вертикальных полос: лазоревого (синего, голубого) (у древка) и зелёного цветов; поверх деления полотнища — фигуры из герба городского округа с заменой геральдического золота — жёлтым, а геральдического серебра — белым цветом».

Описание герба: «В рассечённом лазоревом и зелёном поле — рассечённое и дважды пересечённое серебряное и чёрное остриё, за концом которого во главе — золотой безант с пятью огненными лучами того же металла, расходящимися веерообразно в стороны и вверх».
