Edward George Earle Lytton Bulwer-Lytton, 1st Baron Lytton (1803–1873) var en engelsk forfatter og politiker.

Fra 1831 til 1842 representerte han partiet Whig i parlamentet; fra 1851 til 1866 var han parlamentsmedlem for Det konservative parti. Fra juni 1858 til juni 1859 satt han i regjeringen med ansvar for de britiske koloniene; det var han som ga Richard Clement Moody ansvaret for å etablere kronkolonien British Columbia. I 1866 ble Bulwer-Lytton adlet, og fikk tittelen baron Lytton of Knebworth.

I sin egen samtid hadde Bulwer-Lytton mange lesere som skjønnlitterær forfatter. Mange utrykk og munnhell som fortsatt er i bruk i det engelske språket, stammer fra ham, deriblant "pursuit of the almighty dollar", "the pen is mightier than the sword", "dweller on the threshold", og "the great unwashed" (et uttrykk som tilsvarer det norske «den gemene hop», og det greske innlånte hoi polloi). Også åpningssetningen "It was a dark and stormy night." (norsk: «Det var en mørk og stormfull natt.») kommer fra en roman av Bulwer-Lytton; i nyere tid har den blant annet blitt brukt av tegneserieskaperen Charles M. Schulz, som lot hunden Snoopy innlede alle sine romaner slik. Konkurransen Bulwer-Lytton Fiction Contest, som ble arrangert årlig i perioden 1982–2025 gikk ut på å forfatte «verdens verste åpningslinje i en roman».[20]
