I boken drøfter professor Collier hvorfor de fattigste land i verden «The Bottom Billion», den nederste milliarden, ikke klarer å utvikle seg og overkomme de mange problemer innbyggerne i disse landene møter.
En norsk utgave kom ut på Gyldendal i 2008 under tittelen De fattigste – veien ut av uføret, oversatt av Harald Henmo.
