Otto Holman (født 1956) er en nederlandsk statsviter som arbeider ved Universiteit van Amsterdam.[1][2]
Han regnes blant medlemmene av Amsterdamskolen innen internasjonale relasjoner. Han har i sitt arbeid særlig lagt vekt på de transnasjonale aspektene ved europeisk integrasjon og er også godt kjent med spansk politikk.

I 1996 skrev han Integrating Southern Europe om Spanias inntreden i EU, og i løpet av 2006 vil Integrating Central Europe, der han tar for seg EUs utvidelse østover og de politisk-økonomiske konsekvensene denne har.
